     The Grandes Cheminots Meeting was called to order at 0900 by Grand Chef de Peter Duncan.  Colors were advanced by the Grand Color Guard from Alameda Voiture 257.  Grand Aumonier South Daniel Crow draped the Altar Cloth.  Grand Conducteur Howard Darter draped the POW banner.
     Roll Call of Officers by Grand Correspondant Joe Donovan:   Grand Chef de Train Larry Turley, Aumonier North Michael Ryan, and Grand Cheminot District 3 were excused.  Grand Aid de Camp 4 Ralph H Duncan was absent.  All other officers were present.
     Distinguish Guest Chairman North Court Bradbury introduced Cheminot Nationale Ronald A Galvan, Alternate Cheminot Nationale Joseph R  Donovan, National Avocat Wayne Schwartz, National Sous Directeurs: Child Welfare Joseph R  Donovan, Box Car & Loco Dennis Matarrese, Membership Robert Mattson, and Special Awards Carl E Asher Jr.  Carville Star Gordie Foley, Public Relations Paul Curtis and VAVS Bernard Foley were not present.  Past Grand Chef’s present were Dr Earl Spoomer, John Lea, Ted Pasnak, Sonny Quinn, Jim Palsrok, Robert Mattson, Honorary Barney LaRue, Carl Asher, Court Bradbury, Ron Galvan, and Honorary Joe Donovan.
     Grand Correspondant Joe Donovan read the minutes from the Post Promenade Grandes Cheminots Meeting June 22, 2011.  Motion to approve Bob Mattson 2nd Wayne Schwartz, CARRIED
     Grand Chef de Gare Peter Duncan appointed the Resolutions Committee consisting of Chairman Robert Mattson, George Curtis and Ralph Jacob.  Motion to approve by Joe Donovan, 2nd Wayne Schwartz, CARRIED

Grand Correspondant Joe Donovan read the correspondence:
  1. Notes from the National Promenade in Vancouver WA held September 14 – 17, 2011
  2. Flyer on Great Western Promenade scheduled April 13 – 15, 2012 in Chandler AZ
  3. Flyer on Cajun Wreck scheduled February 23 – 26, 2012 in Lafayette LA

GRAND OFFICERS
Cheminot National Ronald a Galvan made the following presentations that were received at the National Promenade:  Best Wrecking crew V-257, Flags for 1st Graders V-732, Youth Sports Pin sales Don MacDonell, Best Voiture Carville Star V-365, Directeur Carville Star Gordie Foley, Best Grand Carville Star CA

Grand Chef de Gare Peter Duncan attended the National Promenade, has traveled 2277 miles and expended 150hrs on behalf of the Grande Voiture.

Grand Conducteur Howard Darter speaking on behalf of Chef de Train Larry Turley presented 100% Membership Certificates to Voitures 27 and 557. 

Grand Cheminot District 1 Doug MacDonald:  3 of 6 Voitures reporting, 31,606 miles, 7490 hrs, total donations $64,980, Per Cap $985.  No Audits received

Grand Cheminot District 2 Dennis Matarrese:  2 of 5 Voitures reporting, donations $81,572, Per Cap $1149.  Two Locales have contributed $100ea to the Grande Ways & Means.  1 Audit received

Sous Grand Cheminot District 3 Wayne Schwartz (for Tony Mijias)  3 of 6 Voitures reporting:  7129 miles, 1989hrs, $13,510  Per Cap $144  1 Audit  received,  Ways & Means Donation of $100

Grand Cheminot District 4 Frank Campo:  5 of 6 Voitures reporting, 47,798 miles, 4261hrs, total donations $57,879 Per Cap $934.   4 Audits received

Grand Cheminot District 5 Chuck Camarato:  7 of 7 Voitures reporting, 4900 mils, 4048hrs, total donations 56,454 Per Cap $357.  7 Audits received.  100% reporting, GREAT JOB!

Grand Cheminot District 6 Dennis Alexander  3 of 5 Voitures reporting, 90,729 miles, 23,881 hours, total donations $7589, Per Cap $101  2 Audits received

GRAND DIRECTEURS:

Americanism  Sous Directeur Ken Newman Only 20 reports were received last year.  Due date is June 1.  2012 Americanism pins are available from either himself or Grand Directeur Bobby Brown.  $3.00ea

Child Welfare Ray Espinoza has a limited supply of pins.  Former Directeur Gene Fanucchi received 2011 pins and will send them back to get 2012 pins.  Locales are requested to sign-up for pins, they will be sent upon receipt.  Voiture 36 requested $98.42 for the Children’s Pilgrimage at the Grande Promenade.  Voiture 1406 requested $4500 for the Escondido Police Athletic League At Risk Kids program.  Motion to approve the grants, 2nd John Campo, CARRIED.   Sous Dir National Joe Donovan explained that pin sales fund our grants, so each Locale should participate.

Membership  Bob Mattson, Sous Directeur Nationale provided the most recent update.  Grande du California was 56 short last year.  Bob issued a challenge to the Grand Chef:  Motion, if Grande du California goes 1 over our goal of 1397, Chef Peter must shave his mustache.  2nd Past Grand Chef Bill Reed, CARRIED

Nurses Training  Ron Parshall 27 Voitures have pins, all 600 are gone,  He will order another 100.

POW/MIA  Robert Huey is looking for another Sous Directeur in northern CA  $1500 was sent last year to the National Scholarship Fund.

Public Relations  Ralph Jacob  Digital photos can be uploaded to the Grande Web Site and sent to Voiture Nationale for the 40 & 8er magazine.  He urged Locales to write short articles for local newspapers with pictures depicting our efforts helping children, Veterans, and Nurses.

Ritual  Jerry Wilcox discussed the new password.  It will be required for all future Cheminots Meetings and Grande Promenade.  Everyone should be utilizing the Current Ritual Manual.  Nationally, less than 50% of Grandes reported.  Only 1 Color Guard participated at National Promenade.

Special Awards  Jim Carpenter $300 was raised at the raffle yesterday.  Thanks to all who participated.  General’s Club applications are available.  (Dues funds Law Officer of the Year to attend National Promenade.)  Locales should be looking for nomination prospects for Law Officer, Hero, Voyageur, and City or Town of the Year.  Forms will be in the Petit Communique due out  in March.

VAVS  Vic Kestner.  New Deputy at Long Beach recently approved is Danielle Duffaut, V-47.  Al Waite has resigned as Rep at San Francisco due to illness.  Keep the Wheel Chairs Rolling Program applications are due March 31.  Grant requests must specify the particular need at the respective facility.  Grants of $200 went to Livermore and $500 to Menlo Park.  Vic asked for attendance and minutes of Quarterly VAVS meetings at their facilities.

Voiture Activities  Sous Directeur Larry Douthard urged Correspondants Locale to collect information at monthly Promenades; year-end reporting will be much easier.

Youth Sports Sous Directeur Steve Villegas reminded everyone to use the correct order form when requesting pins.  Directeur Don MacDonell reminded all Correspondants Locale that the Voiture number is critical on applications for grants.  Only 10 Locales have taken pins.

Ways & Means  Howard Darter noted we have only received $300.00 so far.  District Sous Cheminots need to get busy with their effort so each will be successful in their goal of $100 from each Locale.

Finance Committee  Chairman Court Bradbury deferred to Commissaire Intendant Dan Dumas who read the fund balances.  Motion to approve the report, 2nd Joe Donovan, CARRIED

Publishing  Paul Terry  The Grande Web Site is up and running.  www.ca40and8.org  Web Master David Eby has done a wonderful job in recreating the Grande Web Site.  He is to be congratulated.  Paul distributed photocopies of the home page so everyone could see what is there.  Now, articles are needed from Grand Officers and Directeurs.  Our intent is to publish a newsletter, perhaps bi-monthly.  It will be distributed via e-mail, so get your addresses to the Grand Correspondant ASAP.
 
Insurance Committee  Chairman Joe Donovan noted two Locales have yet to pay their Loco Insurance.  The policy expires November 6.  At this time, there are 13 Locales that have failed to pay their Liability Insurance.

Time & Place Committee  John Lea reported Redding is all set for June 2012.  (There had been rumors that a pull-out was anticipated due to the sale of the Convention Center.   The convention has been confirmed to be in Redding)   The Grande Voiture has a contract with the Red Lion and  full details will be available at the Spring Grandes Cheminots Meeting.  For 2013 John has suggested the Dorrale in Palm Springs for the Grande Promenade.  The Spring 2012 Grandes Cheminots Meeting will be in Escondido.  Comfort Inn for housing, meetings at Post 149.  Chef de Chemin de fer Bob Molina from AZX has been invited.  Details will be sent by the Grand Correspondant in December.

Trophy Committee  Chairman Wayne Schwartz noted the lock on the Merci Box Car had to be replaced as there was only one key, and the lock itself was rusted.  Hopefully progress will be made soon on a cover for the Box Car.  Space is available in the Trophy Case.  (Wayne had personally displayed the in-use bottle of Windex for a visit by Grand Correspondant Joe Donovan and Past Grand Chef Carl Asher last Friday afternoon.)

Constitution & By-Laws  Avocat Bob Mattson reminded everyone that only the Gold copies of the National and Grande Constitutions are valid.  There were three minor changes approved at Voiture Nationale (that were submitted by California).  Those changes will be incorporated in the version on the Grande Web Site, and are available from the Grand Correspondant.  Bob reminded that Voitures  512, 621, 1119, 1203, and 1303 have yet to submit copies of  their Constitutions to Grande and National for approval.  Standing Rules 1 (Make-up of Districts),  2 (CA Bear Patch on Chapeaux), and 3 (Max fines @ Chem’s & Proms) were read.  Motion to approve, 2nd Joe Donovan, CARRIED

Resolutions Chairman Bob Mattson presented the Bread & Butter Resolutions to Voiture 466 Chairman Gordon Pickett, and one each for the Clovis Cole and Fairfield Inn & Suites.

Memorial Service by Grand Aumonier Daniel Crow.  The names of 9 Voyageurs Militaire were read by the Grand Correspondant including Past Grand Chef de Gare E.A. Manny Berman

Good of the Grand Voiture:
Garde de la Porte Walter Waite III moved everyone without a Bear Flag Patch on their Chapeaux be fined $5.00 at the next Grandes Cheminots Meeting.  (SR-2)  2nd Bob Mattson, CARRIED

Garde de la Porte Walter Waite III also noted that the Grande Banner should have a spear at the top rather than an eagle. 

Grand Correspondant Joe Donovan announced stationary is available for Officers & Directeurs.  He challenged the Cheminots to match District 5 with 100% reporting next Spring. 

There being no further business, the Grandes Cheminots Meeting was adjourned at 11:10am.  Sandwiches are available outside the room sponsored by Candidate for Grand Conducteur Gary Leach.  Everyone was  urged to drive safely.
